If your veteran parent or spouse is in a rehab facility right now, here's the most useful thing you can do today: start the HISA application before they come home.

The Short Answer


The HISA grant covers medically necessary home modifications including tub step-in conversions and grab bars. It provides a lifetime benefit of up to $2,000 for veterans with non-service-connected conditions, and up to $6,800 for those with service-connected disabilities. Rehab facilities, particularly those connected to the VA, have physicians and occupational therapists on staff who handle exactly this kind of discharge planning. The prescription that anchors the HISA application can often be written while the veteran is still an inpatient.


The rehab physician documents the veteran's condition and mobility challenges, then writes a prescription specifying the modification needed. That prescription goes into the HISA application package before discharge.

The Ideal Timeline


4 to 6 weeks before discharge

  • Talk to the rehab facility physician. Ask about a prescription for a bathroom modification. Many rehab and VA-connected facility doctors do this routinely as part of discharge planning.

3 to 5 weeks before discharge

Submit the complete HISA application to the VA | VA Form 10-0103, the prescription, the contractor estimate, photos of the bathroom, and proof of ownership or landlord approval if renting.


1 to 3 weeks before discharge

Receive VA approval decision. The VA is required to decide within 30 days of a complete application. A well-prepared package often moves faster.


At or shortly after approval

Request 50% advance payment if needed. The advance payment is issued within 30 days of approval and can be used to pay the contractor before the veteran arrives home.


Discharge day or within days

Schedule installation. Most installs are booked within days and completed in under 3 hours. The bathroom is ready to use the same day.


Within 60 days of approval

Submit final receipt and photos. Affordable Bathtub Conversions provides both in VA-preferred format.


Important: Do not schedule or begin installation until you have a written VA approval letter in hand. Any modification started before official approval will not be reimbursed. This includes removing shower doors or taking any measurements in a way that begins physical work.



What If Discharge Is Less Than 4 Weeks Away?


If discharge is very close, you have two honest options.


Option A: Apply immediately and consider grab bars as a bridge


Submit the HISA application as quickly as possible. Grab bar installation is a simpler modification that may be approved and completed faster than a full tub conversion, providing immediate safety while the conversion application is still in review.


Some families also use a short-term personal loan to finance the conversion after approval but before the VA funds arrive. This is legal as long as work doesn't begin until written approval is in hand.


Option B: Pay now, use the grant for future modifications


If safety is an emergency and waiting is not possible, the veteran can pay for the conversion out of pocket now. The HISA benefit remains available for future modifications. The lifetime benefit is not consumed by work done before an application. Only approved work draws it down.


This isn't the ideal outcome, but it isn't a total loss. The bathroom gets safe immediately and future needs, such as grab bars or plumbing changes, can still be funded through HISA later.
